Audley Rural Neighbourhood Plan – Have Your Say

On 25th September 2025 at 5 polling stations across the Parish, Audley Rural Parish residents will have the opportunity to vote in the referendum to determine whether Newcastle under Lyme Borough Council should use the Neighbourhood Plan for Audley Rural Parish to help it decide planning applications in the area.

The Neighbourhood Plan has been produced by the Steering Group which contains members of the community and the Audley Rural Parish Council.  It is based on the views of the residents of the Parish, obtained via surveys and consultation events, on a wide range of issues that will influence the well-being, sustainability and long-term preservation of the community.  It proposes planning policies for the area and identifies open spaces that residents would like to protect from development.

A copy of the Neighbourhood Plan can be downloaded from the Audley Rural Neighbourhood Plan website at www.audleyplan.org

Hard copies are also available for viewing during opening hours at the Audley Library, Post Offices and the Borough Council offices.

The referendum allows the opportunity for Audley Rural Parish residents to have their say on whether the Neighbourhood Plan should be adopted or not.  If at least 50% of residents voting in the referendum support the Plan then it will come into effect immediately.

You will be asked to vote on the question “Do you want Newcastle-under-Lyme Borough Council to use the Neighbourhood Plan for Audley to help it decide planning applications in the neighbourhood area?”

Update – A500 Audley Slip Road with Alsager Road

Following repeated efforts by the Parish Council for action to be taken at the accident hotspot on the Audley A500 Slip Road at Alsager Road, we have today received a public statement from National Highways regarding the A500 Junction/Alsager Road which is as follows:

 

National Highways Route Manager, David East, said:

“Safety is always our number one priority and we have therefore reviewed existing signing and lining for this junction and are satisfied that it is clear, visible, well-lit and should enable motorists to easily negotiate the layout safely.

However, we are aware of local concerns and a recent spate of collisions so have looked at whether there is anything further we could do. A new proposal has been drafted and is being considered.  We are also discussing the introduction of additional temporary signage in the meantime.

 We will continue to work with police and the parish council to ensure this junction is as safe as it can be.”

Further information:

According to the latest published data, there were four personal injury collisions at this location between 2019 and 2023. We have been made aware of a series of collisions in 2025.

  • It has been suggested that motorists are using the slip road to skip the queuing traffic on the A500 and this may be contributing to the collisions. We are approaching mainstream sat nav companies to make them aware of the collision history here and seek their cooperation in amending the instructions given out by sat nav devices if necessary.
  • We are also working with police to help establish the cause of recent incidents to see why the collision rate has increased this year.
  • The junction layout is a typical design and when exiting the A500 on the slip road the road markings and signing are in good order with two ‘SLOW’ road markings, road studs, one advance direction sign, nearside and offside illuminated give way signs and give way markings.  The slip road and Alsager Road are well-lit.

A500 Slip Road Audley Exits- Road Traffic Collisions and Near Misses

Following an increase in collisions and near misses at the slip road exits from the A500 where it meets on Alsager Road, the Parish Council sent a letter on 2nd June 2025 (copied to Adam Jogee MP and Staffs County Highways) to raise concerns with officers at National Highways who are responsible for the A500.  The letter was backed up with supporting evidence from Staffordshire Police with photos of the collisions and asked for an immediate safety audit and improvements. 

The following response was received from National Highways on 8th July 2025 :

“I’d like to reassure you that safety is our first priority, and we routinely monitor safety across the strategic road network to identify locations where improvements are required.

We’re aware that ongoing works on the A500 west of junction 16 may be contributing to queuing on the westbound approach, prompting some drivers to divert via the Audley junction to bypass congestion. To ensure the route is clear and safe for all road users, we’ve carried out an inspection this morning to confirm that signage and road markings are clearly visible.

During our inspection, we found that all signage on the slip roads is clean, legible, and unobstructed by vegetation. Road markings on the northbound exit are in good condition. We’re aware of the faded markings on the southbound exit slip and will continue to monitor them until they’re scheduled to be refreshed. In the meantime, ‘No Road Markings’ signs have been deployed to alert drivers. Additionally, the road surface on both slip roads is in good condition.

As vehicles approach the give way point on the exit slip roads, they should naturally be decelerating. To support this, the current layout includes advance ‘SLOW’ markings, give way lines with triangle markings, and two ‘Give Way’ signs positioned on both the nearside and offside. This level of signage and road marking is sufficient to provide drivers with the necessary information to navigate the junction safely. However, it appears that the recent incidents may be attributed to poor driver behaviour, such as failing to slow down or give way appropriately, rather than deficiencies in the road layout itself.

We’ve included this location in our future schemes for potential design and delivery in the Roads Investment Period 3 (2026–2031). However, as a publicly funded organisation, we’re required to prioritise resources and investments where the need is most urgent, so we can’t currently confirm what, if any, improvements will be made”.

A further update has been received 30th July 2025 from National Highways :  
 

“On 24 July, our Route Manager and Engineering Team Manager met with Staffordshire Police at the A500 junction. During the site visit, it was noted that motorists are generally braking appropriately and stopping at the junction in accordance with the signage. However, according to the police collisions appear to be occurring as vehicles pull away from the slip road onto Alsager Road.

While we’re confident that the current road layout, signage, and road markings are clear and not misleading, following our discussions with the police regarding the injury collisions reported so far in 2025, we’ve requested that they share the details of these incidents so we can analyse the causation factors and assess whether any patterns or trends are emerging.  Once we’ve received and reviewed the collision data, our Route Manager, will be happy to provide you with an update.”

We have been informed that all partner agencies are working together to achieve better road safety at this junction.

Highways newsletters

Staffordshire County Council issues eight highways newsletters per month, a newsletter for every district and borough. These newsletters highlight the latest highways stories across the county, and how the county council is fixing more roads, and emphasises local works that really make a difference to residents. We’re keen that as many residents sign up to them as possible,  sign up to the newsletters here, to make sure you get the latest updates straight to your email inbox.

Revamped pothole reporting system

The way people report potholes and other highways issues in Staffordshire has been completely revamped. Our ReportIt system has undergone a complete transformation to make it easier for residents to report highways issues.

The new system is more user friendly, and gives people the option of having their own account where they can track the progress of their reported issue. In response to customer feedback, people can also now report the condition of a whole road, and the language has been made much simpler. It has taken a year to develop, and although it has been tested extensively, we are asking people to provide feedback that will further shape the system.

Reports made to the previous ReportIt system have been transferred over, so there is no need for people to make a new report.

Illegal/Dangerous Parking in Audley (Jan 2025)

Over the last month a total of 8 Fixed Penalty Notices (3 points on licence and £100 fine) have been issued to drivers of cars parked illegally in Church Street Audley, this includes the white zig zag markings and zebra crossing.  In addition a further driver will be summonsed to court for Driving without Due Care and Attention after nearly knocking over a pedestrian on the zebra crossing.  The Police will take action when issues are reported and CCTV images will be used as evidence.  Please report your concerns with as much detail as possible to 101 or online to Staffordshire Police at https://www.staffordshire.police.uk/ro/report/

There have been several incidents around Halmer End where a rogue trader is visiting elderly residents and telling them that roof or chimney needs urgent repairs. They agree a price and will then ask for more money as they will state that they have found further work needed, when in fact little to no work was required in the first place.  Please share this message and inform elderly and vulnerable residents that if a tradesman comes knocking at your door advising that you need urgent repairs then please obtain a second opinion from a reputable local builder before proceeding.

We are writing to inform you that, regrettably, following the resignation of the postmaster and the withdrawal of the premises for Post Office use, the above branch will be closing on Tuesday 28 January 2025 at 17:30.

The provision of a Post Office service to our customers in the local community is important to us, and we will continue to work hard to restore services in the area as soon as possible. We would welcome any applications from potential retail partners interested in running a branch locally on our behalf. The vacancy is currently being advertised on our website www.runapostoffice.co.uk and applications will be carefully considered. If you are aware of any interested parties, please do share the link with them.

Please accept our apologies for any inconvenience however there will be road closures in place from approx. 9.30am until 12.00pm latest on Sunday 10th November 2024 due to the parade at Audley and then the outside services which will take place at both Cenotaphs in Audley and Alsagers Bank around 10.45am.  The roads will be reopened as soon as possible, once the parade in Audley has walked through the routes as shown below.

However the immediate area around the Cenotaphs at Alsagers Bank High Street and Audley Church Street will be closed to all traffic between 10am and 11.30am – times may be altered slightly on the day but are not expected to exceed these times.

AUDLEY PARADE AND SERVICE (roads closed from 9.30am)

Meet at Maddock Street, Audley at 10 a.m- set off 10.15am  to proceed along Wereton Road to Queen Street – down Meadowside Avenue – up Vernon Avenue – down Chester Road – to roundabout at Nantwich Road – up Nantwich Road (BAND TO JOIN PARADE AT AUDLEY COMMUNITY CENTRE CASTLE HILL ENTRANCE at approx 10.40 a.m.) – along Church Street to the cenotaph adjacent Wilbraham House (service to start at 10.50 a.m.)

Please note the roads will be reopened as soon as the cenotaph services have finished, so please disperse as soon as possible.

ALSAGERS BANK SERVICE (High Street to remain closed from 9.30am at the junctions with The Drive and Heathcote Road)

All are invited to attend the Church Service in Halmer End Methodist Church at 10.00 a.m.  A service will take place at the cenotaph on Church bend, Alsagers Bank at 10.50 a.m.   (Please make your own arrangements to attend safely).  The main road (High Street) will be closed from the junction of Heathcote and from the junction of The Drive between 9.30am until 12pm latest.   The roads will be reopened as soon as the cenotaph services have finished, so please disperse as soon as possible.

It is expected that D&G bus service Sunday 1B will be affected/not running. 

Wreath laying:

If you wish to lay a wreath during the service in Audley, before the start of the service (or at the correct point during) please stand along the wall to Wilbraham House on the left hand side of the cenotaph (nearest to the car park entrance to the Butchers Arms) to form a queue.

If you wish to lay a wreath at Alsagers Bank please join the queue, alongside the cenotaph.

Meet at Bridge Close, Bignall End (please park considerately).  At 10am approx, you will proceed along Stephens Way – Gresley Way – Boyles Hall Road – New Road towards the Audley Community Centre.  Band to join the parade at by Castle Hill (entrance to Audley Community Centre Car park) at approx. 10.35am.  Audley Brass to lead the parade into Church Street ending by the cenotaph at St James Church (to arrive at 10.45 a.m.) Following the service at the Cenotaph, a church service will be held at St James for all those who wish to attend.  Please note the roads will be reopened as soon as the cenotaph services have finished, so please disperse as soon as possible.
